Re: Important NEM Update and Request for Near-Term Funding Support for Congressional Briefings on New Energy Legislation

Dear Friends of NEM:

On behalf of The New Energy Movement (NEM), I thank you for your interest in and support of the work of NEM. Much has happened in the intervening two years since our inaugural conference in September 2004 in Portland, Oregon. Our dedicated all-volunteer staff has made remarkable progress with little fanfare and only small trickles of funding. You are invited to read about our accomplishments in the appendix to this letter. Most especially, it is important that I inform you of new and exciting developments related to our program of briefings for members of Congress and their legislative aides about the need for federal support of new and unconventional energy technologies.

I was recently asked to appear with Senator Maria Cantwell (Washington) at a press conference to deliver the message of NEM to a large group of her constituents. My address was brief and focused to convey a few key points:

  • The global warming challenge is serious and is considered an urgent priority, as communicated to both the public and privately to NEM leaders by NASA's top scientists, as well in well-publicized reports compiled by thousands of the world's leading climatologists.
  • The public's present embrace of conventional renewable energy technologies (wind, solar, biofuels) is certainly a positive indicator of receptivity to required changes in the way we generate energy. However, policymakers and the public have fallen dangerously under the illusion that these technologies will solve the global warming, energy security, pollution, and energy-related geopolitical/military conflicts that challenge our nation and all of humanity at this time. Even greatly accelerated, these conventional technologies are woefully inadequate to get us where we need to go and as fast as we need to get there. Only a serious and committed public program of funding support for new and unconventional approaches to energy generation will provide the quantum leap breakthroughs in technology that are urgently required.
  • Many of these promising concepts/technologies are springing up on in the workshops and laboratories of inventors and scientists world-wide, including here in the U.S., yet they languish for lack of funding support. We need a massive and publicly accountable jumpstart program for these visionary inventors.
  • Incrementalism, vested interest cronyism, and political bickering only serve to waste precious time as our planet's atmosphere and terrestrial and marine resources continue to degrade. Our children's futures demand a bold new initiative, grounded in scientific reality, maturity, and wisdom. The New Energy Movement advocates true solutions from this grounding.

As I have experienced in addresses to other civic gatherings, the large group of citizens gathered at the press conference connected with this message, and responded with a rousing ovation. Senator Cantwell and her staff took note of this as well. The public instinctively knows that NEM's message is authentic. And they know that the weak, compromised partial measures of business-as-usual in Washington will doom our country, and perhaps our planet, if allowed to proceed in the vacuum of true and serious leadership on these urgent issues. Many of the Senator's constituents came up to me immediately after the press conference and asked how they can help.

In a very important recent development, U.S. Representative Dennis Kucinich (Ohio) asked the leadership of NEM to provide him with a draft of our proposed new energy legislation, emphasizing that this is a matter of urgent Congressional priority. Congressman Kucinich claims to have dozens of colleagues prepared to be co-sponsors of a new energy bill, and has intentions of introducing it in the current Congressional session. He also has announced his candidacy for the 2008 Presidential campaign. There is little doubt that this proposed legislation will be a centerpiece of his campaign, and will catalyze a tremendous jump in the American public's awareness, enthusiasm, and support for the vital initiatives it contains.

Preparations were orchestrated by NEM Executive Director Steve Kaplan to provide briefings on our draft legislation for key members of the U.S. House of Representatives and Senate and their respective legislative staffs. Steve's dedicated efforts resulted in commencement of the initial series of briefings in mid-January, and to date have included the offices of Congressman Kucinich and Senators Cantwell, Hatch (Utah), Smith (Oregon), Obama (Illinois), Wyden (Oregon), Sanders (Vermont) and others from the House and Senate.

As the principle author of this draft legislation, I am honored to present to you a summary of its provisions. The full draft will be made publicly available on NEM's website (www.NewEnergyMovement.org) by early February. The summary of the tentatively titled Energy Innovation Act of 2007 is as follows:

The Energy Innovation Act of 2007 contains the following provisions:

  • Establishes and funds a new Joint Congressional Office of Energy Innovation
  • Assigns to the Office of Energy Innovation the following mission:
    • Identify and rapidly advance new and unconventional approaches to energy generation in recognition of their critical importance to the United States' national and energy security and their potential as valuable solutions to urgent global environmental and resource depletion issues.
    • Accelerate small business early-stage research and development of new and unconventional approaches to energy generation through awards of modified Small Business Innovative Research (SBIR) grants and loan guarantees designed to fund up to five years of R&D.
    • Award large cash prizes for outstanding achievements in new and unconventional approaches to energy generation.
    • Perform initial and biannual technical assessments of candidate technologies through collaboration with contract consultants and various qualified university, private, and national laboratories.
    • Track progress of candidate technologies through annual progress reports.
    • Engage the American public's enthusiasm and support for new energy options through high-profile publication of award recipients, general descriptions of the technologies, and nonproprietary summaries of technical assessments and annual progress reports.
    • Establish regional research centers and incentives for collaborative work among researchers expert in a particular energy technology category.
    • Administer an Energy Innovation Fund to receive royalties from the profits of commercially successful federally-supported technologies, and use these royalties to fund ongoing future grants.
    • Collaborate with the Department of Energy on strategies for widespread deployment of viable commercial technologies.
  • Establishes an independent and publicly accountable Citizen Oversight Council to monitor the Office of Energy Innovation and ensure compliance with its stated mission.

A key near-term priority for NEM's leadership is delivery of the series of briefings to Congressional policymakers and their staffs which will provide the needed foundational information that supports the new energy legislative proposal. These briefings will require NEM's Executive Director to reside in Washington, DC for extended periods as the briefings coordinator, with NEM's President and technical advisors going to Washington on a regular basis as required for key meetings. The first round of briefings commenced in mid-January. The projected cost for these briefings in 2007 is $100,000. Clearly this is a critical and time-sensitive funding priority for our organization.

I ask that our friends and supporters give serious and immediate consideration to our request for funding to achieve our goal. We also welcome any outreach efforts you might make to your network of allied individuals and organizations on NEM's behalf. I strongly believe that we have within our grasp the precious opportunity of a tipping-point regarding our citizens' and government's embrace of serious support for advanced new energy technology. Accomplishments
2004-2006

Organization

  1. Completed 501(c)(3) application and received IRS approval of non-profit status as a public charity.
  2. Acquired the services of a number of part-time volunteers, including our web-master, attorney, and five all-purpose associates working in research, outreach and fund-raising.
  3. Created and maintain the NEW ENERGY MOVEMENT (NEM) web site- www.NewEnergyMovement.org
  4. Added the President of Pure Energy Systems Network (www.PureEnergySystems.com), Sterling Allan, to NEM's Board of Directors. PESN is the leading internet site for new energy technologies, and serves as the host and administering site for New Energy Congress (www.NewEnergyCongress.org).
  5. Expanded NEM's Board of Advisors to include additional scientific and networking expertise.
  6. Commissioned creation of an emotionally stirring theme song for NEM appropriately titled "The New Energy Movement", which has been enthusiastically received by the listening public. Creator and popular musical artist Shawn Gallaway routinely performs the song in his live concerts.

Conferences and Briefings

  1. Presented "New Energy: The Courage to Change" in Portland, Oregon September 25-26, 2004. Attended by over 300 people from across the U.S. and Canada. A summary of the conference can be found at www.newenergymovement.org/recapsa1.aspx
  2. Co-sponsored the second "Conference on Future Energy" in Washington, DC September 23-24, 2006. This event was organized by the Integrity Research Institute, headed by Dr. Tom Valone, a prominent New Energy scientist who serves on the NEW ENERGY MOVEMENT Board of Directors.   3. Planned a series of briefings on new energy to be provided to members of Congress and their legislative aides, investors, journalists and leaders of environmental organizations. This program will be carried out in 2007-2008.

Public Outreach and Networking

  1. Extensive networking via in-person and e-mail contacts with a wide range of local and national organizations, including Physicians for Social Responsibility, Stoel Rives, Oregon Ecumenical Ministries, local and national climate change coalitions, and environmental newsletters.
  2. Appearances by both the Founder and President of NEM on television and radio talk shows in the U.S. and Canada, including "Coast-to-Coast AM" (Dr. Brian O'Leary). More appearances are scheduled for the future.
  3. President of NEM spoke at an October 2006 press conference alongside U.S. Senator Maria Cantwell, generating rousing support by the citizen assembly for the mission of NEM.
  4. Provided briefings on new energy R&D for two members of Congress, Congressman Dennis Kucinich and Senator Maria Cantwell.
  5. NEM, in cooperation with the New Energy Congress, is in the process of creating a 20 minute video presentation about new energy research and its crucial importance to humanity. We are also networking to locate a producer who will launch a feature-length motion picture on the history, current status and future of new energy, akin to Al Gore's "An Inconvenient Truth."

Fund-raising for NEW ENERGY MOVEMENT

  1. Received grants from Oregon and California foundations to support NEM's kick-off Conference, "New Energy: The Courage to Change."
  2. A number of major proposals for future funding will be presented to foundations, corporations and individuals in 2007-2008.
  3. Benefit Concerts- A Portland, Oregon concert featured popular musical artist Shawn Galloway, who created the NEW ENERGY MOVEMENT theme song. Award-winning band Sound Tribe-Sector 9 has committed to provide funding from concerts to be held in 2007. NEW ENERGY MOVEMENT also became sponsor and future beneficiary of Event Zero, a major "Live-Aid" scale concert for support of zero-point energy, to be held in Scotland in summer 2008.

Assistance to New Energy Field

  1. Provided consultation and guidance for the creation of the New Energy Congress, which maintains a publicly viewable database and offers scientific reviews and rankings of new energy technologies. NEC provides a vital service for identifying valid new energy claims.
  2. NEM serves as a non-profit Foundation through which new energy projects can receive grants.
  3. Provided consultation and guidance to a variety of scientists and inventors working to develop new energy technologies.

Legislation

  1. Created the "Energy Innovation Act of 2007," an historic bill to provide federal grants and loan guarantees for research and development of new and unconventional approaches to energy generation. The legislation will establish a new Office of Energy Innovation as an agency of the U.S. Congress. The bill will be introduced in Congress in January 2007.
  2. Created a briefing program on new energy R&D for members of Congress and their legislative aides in support of the new legislative proposal, which will commence January 2007.
